    okay, so this is gonna be old news/ with a little new twist at the end.

    Step 1.
    Create a new image mine was 500x500

    Filter > Render > Clouds.

    Step 2. (repeat this step untill you like the looks of it)
    Filter > Render > Difference Clouds.

    Step 3.
    Filter > Pixelate > Mezzotint: medium strokes.

    Step 4.
    Duplicate the layer.

    Step 5. (on the top layer)
    Filter > Blur > Radial Blur: zoom. 100%. best.

    Step 6. (on the bottom layer)
    Filter > Blur > Radial Blur: spin. 50%. best.

    Step 7. (on the top layer again)
    Set blending mode to "Lighten".

    Step 8. (top layer still)
    Ctr + E to merge the layers down.

    Step 9.
    Image > adjustmensts > Hue / Saturation: select "Colorize" and adjust the sliders untill you get a color you like.

    Here's my results:
