personally from quick observation it may somehow be done with Gradients, after first using a filter that gives it a less realistic look

Ah go on then I'll reply properly.
I've done one of these before and the good ones are usually made from scratch in something like Illustrator. However, if you're looking to achieve the effect quickly but maybe slightly worse there is an online conversion tool somewhere - you basically submit a picture and it turns it into one of those. Can't say as I've used it but I've heard good things.

its the same style i did the bg in 2 colors and then put a G map over the guy with the same colors and added alittle white in the gmap its not hard at all

Those ones are pure vectors/vexels. Pen tool is your best friend in this case.... well it always is
You'll have to do it all from scratch if you want that exact look.
