Well since the person who used it made it look disgusting, I'd call it the "Fungus" effect. But the word you are looking for is splatter. That is a splatter brush.

From the first photo I thought it was over-sharpening.
But yeah its probably either a really really small grungy type of splatter brush or part of a fractal.
