    Hi, I'm interested about this background on this avatar, I'm not interested in the picture itself, just the background.
    How did the artist make the background effect? I'm sorry I had to ask this but I dont know the name of the effect or anything so I was resorted to making this, I am also new to photoshop.

    As a guess, it's just multiple layers of the Pokemon thing with the "Motion Blur" Filter. I say multiple, because the Blur tends to lower the opacity as well, so you'll need duplicate layers.

    Sadly enough it depends on the picture then... I'm trying to get a 800x300 version of that background but in red / blue and its proving quite difficult. :s

    Try using an image of Spiderman or something? He's red and blue
    Or Optimus Prime?
    In essence, you could use any black + white, and use a Gradient Map to patch it Red and Blue, but be careful using shades or red and blue on that large a scale, the colours will run on LCD screens.
