is there any platform on any operating system that allows me to do that?
Hi! I want to start developing my own website but I don’t want to spend any time learning HTML codes or whatever, I just want to get into the good stuff, is there any platform on any operating system that allows me to do that? Or must I go through all the boring stuff?

Well, there are generally two options when u want to develop a website.
1) Learn the HTML codes, Asp.Net, Vb.Net, PBP etc etc OROROROR
2) Let some other guys do it for u while u empty your pockets :P

Well you don't want to start developing your own website then do ya, you want to buy a premade one and just fill it

It partly depends on what you want to do with your website. Regardless of what you want to do, you could always hire someone to build and maintain it for you.
If you basically want to write articles and post them to your website, you can do that fairly easily with blogging software such as wordpress. You still need to install it, though, and customize the design if you want it to look a certain way. Both can be done by others that you hire for the job. If you go that route, I would suggest that you learn how to install and upgrade the software so when upgrades are available you do not need to pay someone else each time. Regarding the design, you can buy a pre-made skin or hire out a fully custom design. Either way, you generally only need to have that expense one time as your design should work with future upgrades of the software. If you would rather not host your own blog, wordpress also has a hosted solution at wordpress.com and blogger does as well. Some things to consider with having other companies maintain your blog is that you want it to run under your own domain name. That way you're building links and branding for your domain and not another company. It also enables your blog/site to remain a bit more portable.
If you'd rather not have a "blog" then there are other content management systems available to help you maintain your website. Most important site functions are managed via a control panel, so you wouldn't need to code the HTML with this option either.
The "easiest" way is to pay someone or some company to build/maintain the website for you, but that also tends to be the most expensive way as well.

Seriously, the most satisfying way to design your own website and do it the way you want it without sacrificing a limb, is to go through the boring stuff. But I really don't see it being that boring. HTML is a "gateway" markup language. I say that because everyone learns it first (that is, everyone who wants to do web design). XHTML, CSS, that sort of thing should always come first. AJAX, Java, Javascript, all those things come after you've built a foundation.
Either way, you're the artist, you make the choice to make it boring or exciting.
