for lighting go to filter -> render -> Lighting effects (then choose a lighting type depending one what you want). This will make what you want light and the rest dark.

OR

Go to new layer -> image -> apply image -> then take out the Dodge tool and lighten the parts you want light and take out the Burn Tool the parts you want dark.

Yeah dodging and burning is nice. I'd actually just create a new layer, paint black on it and set it to multipply or darken. That way you can blur it later on if ya want, without blurring the entire tag.

For lightening one place. Create a new layer> fill it black and set its blending mode to LINEAR DODGE (this is crucial). Get out a 100 px 0% hardness brush. 80% opacity and a bright color. Then paint where you want it to be bright and it will glow.

Devart has good resources for brushes and stuff. I dont reccomend it for stocks cause often time you'll find a copyrighted stock and accidentally use it. I reccomend PR or random stock buckets. PM me if you want a few of the stock photobuckets. I dont think their creators would want me tossing them all over the web.

papa's way is one way, the other is just make a new layer> take a soft 200 px brush with white color and put a large dot where u want the brightest part.

All techniques that others were talking about, are the best way to do it. If you wanna see how it's done in a tutorial, I recommend checking this one out. It uses different types of creating lightning. Other then that it also talks about creating depth and such:
