On PS 7.0, I would click on Smudge Tool, select the brush, click on Brushes Pallette and it won't let me click on "Scatter". It will onlyy allow me to click on "Shape Dynamics" and "Other Dynamics".
What happened? What should i do to fix it?

resest your settings. search google for "photoshop reset" i can't remember exactly, but i'm sure i've posted about it before. you hold shift and L during the startup or something like that, maybe it's ctrl+shift+del. i can't remember exactly.

Also,you don't really wanna be scattering stuff anyways, or not for too long. The effect is ok, but very simple 
I take it you fixed the problem then, judging by your set of smudged ones

I don't like the scatter effect but if you really want to use it make sure the brushes can do that.
Try using the stock brushes they give the best effect and can definatly scatter.
I dont think it will be your photoshop i cant really see a reason how apart from the brushes themself

I reseted my settings but that didnt work.... any other solutions?

I didn't think you could scatter in ps 7. . . oh well, it's not like you're missing out on much =/
