yeah Ive done my share of low quality pics. Its not hard to fix em up and such (if the quality is just blurred or choppy) but grainy pics are the hardest to use... this one has a little grain, but nothing big.

The parts I don't like, seem to be either smudged or liquified (could be either since liquify is a smudging filter of sorts). Try just using parts of the image, as in cutting parts out and blending them together. The blends with make the image look smoother and not have those sharp parts (like the current version has acoss the middle)
