Quick Question

My friend sent me this picture he photoshopped and i was wondering 1. what do you think of it? and 2. could anyone point me in the direction of a tut to help me duplicate it. I searched everywhere but im not really sure what effect it is.
This is also my first post in these forums so if this isnt in the right place just let me know where to look. really appreciate your help

but... I think its filter-whored and random and not really art. If there was only one of them it could be art but there are probably hundreds of versions of it since theres a tutorial of it.
but it looks kinda cool, except anyone can tell its filter-whored and that makes it less cool. Lol.

Agreed, if I saw that before I had experience in photoshop I'd probably like it, but I don't think anything of it now.

Not only that, but my recent education in art has made me view these things much differently, and so this wouldn't be much even if I wasn't knowledgeable in photoshop. Things like color scheme, strong composition (or lack thereof in this case), and originality, especially that last one. Things like this have been done to death and I'm generally not fond of symmetry and emphasis at and movement toward the center.

And on another note, I don't like the purple either, but that can be disregarded as it's simply personal preference.
