I think it looks nice but the banner/template whats its called kills the design start by removing those scanlines?

    I demand MORE scanlines!

    Haha. Kiddinggggg

It's pretty basic. Not really "a lot" to it. It doesn't look bad or anything you have all the elements. But I'd recommend ditching the navigation in the header or finding a different way of putting it in there.

Overall, good design.. I'd bring the transparency of the snanlines down to just barely visible.. You also got some border alignment issues with some of the boxes.. The other thing I noticed, the header banner doesn't match anything on the page that I can see.. May just be me rather tired at the moment, but I just don't see anything matching. I think changing the colors of the header image would benefit the design.. Also, the text on there is not the greatest.. May be something else to think about..

Layout wise, looks neat the way you have it..

    And why have multiple navigations?

(Translation: What is the point in having links in the top banner and then links on the left)
Disks are always full. It is futile to try to get more disk space. Data expands to fill any void.

tess makes a good point. excessive navigation only leads to confusion. it is best to have a single source for navigation.
