Thats not exactly vector. Obviously true vector is in something like illustrator, but photoshop's pen tool emulates the style. I do many things like that. This isn't exactly vector style because with a vector style you use (pretty much) the pen tool only with gradients and solid colors. You dont use the burn/dodge tools. It doesn't really have a specific style. Its sort of a mix of vector and digital painting. I like it
edit: to give more criticism (things to improve), ill add on here. Dont outline features with a dark/black line. It makes it look cartoony and flat. Add more values to it. like more shades and tints to make darker and lighter hues. basically, just use slightly more dramatic shading. right now its pretty subtle. The edge of his head/neck is blurry, while the edge of the rest of it isnt, so it doesnt look right. Work on the hair. The photo you have of em is a darker photo with dimmer lighting than your vector/dp image of him. So you should improvise a little and redo the hair a bit brighter and with more detail. The eyes could use some work as well. Just change the shape a little (again remove the black lines if you can) and dont make his irises black, they do have some color. The chin seems a little wierd with just that colored arc to define it. Finally, the lips. Lips are very difficult, especially on a guy. Just follow the shading/color on the photo and it should look pretty normal. By the way, I like the ear alot, it was well done (aside from the blur on the edge :P )
