1.Make a new document i used 500x500
2.Press d to set foreground color to defualt and all that stuff
3.Create a new layer
4.Filter > Render > clouds
5.Filter > liquify . . just smear the clouds every where then press ok
6.Filter> Artistic > Neon Glow and put the glow color to a blue put the glow size to 20 and the glow brightness to 13
7.Filter > Blur > Gaussian set to 2.0 pixels
8.Filter > Sharpen > Sharpen more
9.Filter > Stylize > Glowing edges with following settings > Edge width:2 Edge Brightness:6 Smoothness:5
10.Filter > Distort > Twirl change angel to
11.Image > Adjustments > Hue/Saturation check colorize
. end . this clearly isnt the best backround cuz this is the first time doing a backround by not doing tut's and i just did w/e hope u like it for my beginner status

they just wanne make the forums bigger and better!

Man, I like the tut. Here's what I got from it:
-
way to dark IMO..but as far as I can see it looks ok..try to make it brighter..

That is disrespectful calling people noobs. There beginners and will evantually make better sigs than the masters of it right now. Just like the Michael Jordan commercial for the "Whos Next" thing, people don't think you'll be as good/better than them but you start to make things better.
Masters only stay masters for a while, evantually they would get bored of PS, and let someone elses turn of the fame of being good.
Please don't take that offensively
Thats just my thought on this,

Atleast you can make a simple wallpaper out of this.

Guys, i'm actually insulted by your negativity here. when users try to help out our community by creating tutorials for us, the last thing I want to see is users bashing them for it - even if you feel its not the greatest thing in the world.
Thanks for the tutorial, I personally like the muddy effect.

I agree with taco, this attitude is not acceptable, we are renowned for our friendly community. Please do not ruin that. Thanks for your submission, I am sure it has helped a lot of people. Please do not feel discouraged from submitting anymore.

Completely Honest now, I can't see It
