New Layer>Ctrl+A>Edit>Stroke>3 px white inside>new Layer>Edit>Stroke>2 px black inside

Then I clicked on the white layer, did Layer>New Adjustment Layer>Hue Saturation (group w/previous layer)>colorize and mess around with the settings.

Then I just lowered the opacity a bit

not really your best actually quiete alot before were better but never less its still good has alot of your own style in it probably 7.5 for me
