This tut is a piece of pi$$ to do :P
I used it in my sig, as you can see VVV
Default your colours (D)
Edit>Fill...>With Black
Filter>Noise>Add Noise
Add the mpoise at about 30%, Guassain, Monochromatic
CTRL+L (Levels) change the first box to 130
Now make a New Layer
Filter>Noise>Add Noise
Add the Noise same as above
CTRL+L (Levels) But this time change the first Box to 180
Now set your Blending Mode to Screen
Merge Your Layers Down
The Stars are In My Sig VVV

Heh heh, another way is to get a 2 or 3 pixel brush and fo lots of dots, then go Filter>Blur>Blur More

starfield? hmm... i havent tried it, though let me guess : your sig is made by distort>polar coordinates, lightning made by that zigzag thingy bar and the grass made by a brush rite?

Sig:
Grass = Brush
Lightning = Clouds>Diff Clouds>Invert>Levels
BG = Clouds>Mezzotint>Radial Blur
