I'm not sure he was attacking you or the administration. He was referring to the contest MTB proposed that was sporting a $750 prize. MTB had been planning on funding that prize himself. Element was just saying that he thinks people would be more interested in participating if we continued that original contest obviously with a splash page being the new objective.
