just feeling like writing a tut so:

    start a new doc, i started 500x500
    1. render clouds
    2. plastic wrap(i used settings 20, 2 and 7) until it looks smething like this :

    3. then polarcoordinates>polar to rectangular
    4. stylize>wind>from the right so many times, that it doesnt do anything anymore,
    5. then rotate ur canvas 90 ccw and do the wind thingy again
    6. repeat this until the canvas is back to its normal position(its rotated 360)
at this point u should have something like this:

    7. then press crl+l and mess around with the levels to get something like this:

8.and then you might want to colorize it, just press ctrl+u and tick the box colorize.
    THE RESULT:

Like the effect, maybe a gradient overlay would improve the result. Thanks for your contribution look forward to seeing more tutorials from you.
