    Default select all with outline

ok so if u press ctrl + a it will draw a box around ur whole canvas

and if u move it the line will automatically fit to whatever ur moving

is there anyway to do this without having to move anything?

If you CTRL-click the layer thing that you want selected it will automatically select it for you.

Aside form that i don't know of another way.

See if this helps with what you're after:

Select Marquee Tool and draw a box or press or Ctrl/Cmd + A to get a selection.
When using the Marquee, make sure it's set to "New Selection" Mode
Hover inside the area to get a Cursor with a little white box
Move it round and you only move the Selection area, not the image inside

If that's not what you want then i think you need to explain a bit better.

Can't find the Marquee tool? haha... okay, now i know the level of user here

This is a screen of the Marquee tool with it set to "New selection"
Once you've dragged out your box, click and hold with the cursor inside the box and you can move it round without moving what's in the box.
