Hi guys is was wondering can some tell me what this lt effects its called or can give me a link to a tut,or a tip how to make it,here's the screenshot sample:

the lens flare is in center,but i need the lines ^^

Oh, there is a lens flare effect on PS that gives you the lines like that.

you make line with pentool, choose any px brush you want.
Then make lines ,like from left to middle and from right to middle
both going from a bit down to up.
then with eraser set at 80% hardness you erase the ends a lil like in image

Also with a tablet pressure sensitive, you can draw those lines and fading it by using eraser 30-40%opacity
