Go back to your local computer shop and get answers from qualified and legitimate people who know how to solve it.
You tried (probably the only TWO available) methods to get into safe mode, and both of them didn't work. I don't know why the arrow keys are not working, it's almost like you locked your keyboard or something..
I apologize for speaking the obvious above, but that is your last and safest resort.
