Ok plz accept my humble opinion as advice and not a put down. It looks like you put a texture layer of white opaque goo over her hair. The eyes are nice, but erase whatever you put over her hair. Also, try using solid gradients not solid to white. It's hard to master the exact wash out look that some artists use.

If you use the black to white gradient set the mode to 'Luminosity' and lower the opacity. You could sharpen it a little as well. Hope this helps.
