Agreed, the girl looks good, but the rest of the tag just doesn't work at all. And as said it's overblurred. Also if Nathan (Pet) was here you'd get instalinked to the tread about what a vector is and a complaint about how this is not a vector

Is that Smart Blur or Live Tracing?
I'll be honest I'm not usually in to these 'ott on the colourful circles' tags but it's still a pretty nice job anyway.

I used tilt-shift for blurring.
And to be honest. I used topaz to make a vectorized look on the girl.
