Well I didn't follow EVERYTHING in your tutorial but I did use a bit. My outcome was not as dark as yours and I didn't go with any C4d. This is actually my 3rd signature ever so criticism is a PLEASE!
You need to blend you render better on both the sigs other than that its not a bad start. text could use some imptovement

Just to let you know on the tut when you say to add a photo filter it says this:
"Now its time for a Photo Filter Here is my settings. Find that were you found The Gradient Maps."
It's just a bit of a head scratcher, at first I thought it was chopped up english meant to mean something to do with the gradient maps color. But then i realized you meant "where" instead of "were"
Working on outcome right now

I like it , although i think my characters face could use some improvement, but that's mainly FFXI graphics

I ran into kind of a Snag on this one. Um.... When i go to the brush presets window, the scattering section is blocked off. I can't get to it. It's like greyed out. How do I fix this? I Don't want to have this new sig messed up because of it.

^ is it just 'scatter' blocked off or is it that entire section? you need to have the brush tool selected before you can access the entire section. if it's just the scatter section that's blocked off, maybe it's the brush you have selected, but i can't be sure of that. if none of this helped you, post a screenshot and i may be able to figure out your problem.

It's not the brush. That's what I thought at first. But I've clicked on every single brush. So... Here's a screenshot:

what version of photoshop?
and are you on the smudge tool or the brush tool? scattering with the smudge tool is a new feature in CS and later versions. it's not available in photoshop 7 or earlier, if you're using any of those.
if that's your situation, then i suggesting trying out the clone tool (which should allow scatter) instead. you should be able to get a comparable result.
